Meeting Minutes
3/5/09

8:10 p.m., The Commission discussed appointing a member from the Commission to fill Elizabeth McGrath’s vacancy on the Community Preservation Committee:

Peg explained to the Commission that Elizabeth McGrath, Peg’s replacement on the CPC when her term expired in 2008, is unable to complete her three year term due to health related reasons. It is important for the Commission to start thinking about appointing a member from the Commission to complete Elizabeth McGrath’s term on the CPC.  Peg presented a brief summary of the CPC functions to the Commission. One of the functions of the CPC is to designate money to Open Space and Recreation projects. Peg explained that the CPC reviews and votes on which project applications to recommend at Town Meeting. 10% of the Town’s annual 1% property tax surcharge is allocated for the preservation of Open Space projects. The next Conservation oriented project to present before the CPC will be to seek funding for the acquisition of the Camp Gannett Conservation Restriction. CPC Meetings are held every 4th Thursday of every month. The following is a list of members presently serving on the CPC:
  • Jane Desberg, from the Sharon Housing Partnership.
  • Susan Rich, from the Historical Commission.
  • (A new Planning Board member will be appointed to replace Arnold Cohen’s position. His term expired in 2008.)
  • (The Selectmen are planning to appoint a replacement to fill George Bailey’s vacancy on the CPC.)
Peg will present this subject again when the remaining members are in attendance at the next Commission meeting.

8:20 p.m., The Commission to review a draft copy of the Stipulation Document prepared by Attorney Jon Rockwood, concerning the Enforcement Order issued to Mr. Dangelo, 140 Maskwonicut Street:

The members of the Commission have not yet received a copy of the amended Stipulation Document as requested. The Commission requested that the Conservation Administrator contact Attorney Jon Rockwood to notify the Applicant of the following concerns expressed by the Commission:

  • For Mr. Dangelo to comply with the Order of Conditions issued by the Commission in 2004 for DEP File # SE-280-0431.
  • For Mr. Dangelo to present a Conservation/Agricultural Restriction to the Commission for their approval.
  • Upon the Commission’s approval of the submitted Conservation/Agricultural Restriction, Mr. Dangelo is required to submit a perimeter survey and wetland delineation to the Commission on one plan showing that he has altered the wetlands on his property by accessing the disputed alternate wetland crossing.
  • For Mr. Dangelo to file a Notice of Intent to the Commission for the restoration of the disturbed area within Conservation Restriction Area I, as required under DEP File Number
            SE-280-0431.

8:35 p.m., Old/New Business:

Peg explained to the members of the Commission that the Friends of Conservation are extending their invitation to everyone to attend their Annual Potluck Dinner on Saturday, March 28th at 6:30 p.m., at the Sharon Fish and Game Club on East Street.
